My design uses a 100 pin LQFP package.
The standard DXP footprint libary for this device gives me a DRC error with a minimum clearance rule of 8mil.
The actual space between pads is 7.874mil. I know the hard rule is 8mil but is this acceptable?
If i change the pad sizes from 11.811mil to 11 mil is passes the DRC. I could do this but i have about 200 pads to change, i just wanted to ask the question before i go gooogled eyed

i think it would be best, its not that Sparkfun have a preferance to 8mil, but in order to offer a cheaper service they need to keep large error boundries
Manufacturing at 8mil is much more cost effective than at 2mil. At the moment i think they make 2 copies (some people get multiple borads back) to allow for errors. So in effect $5 buys i square inch x2, but with lower rules 3 or even 4 boards may be needed, thus driving the price up. And as not many people (hobbiests) need < 8mil clearance its not really fair on them to push the price up.

do a global edit, so you only need one edit! Also, why 200 pads with a 100-LQFP?

I had a 100 LQFP + 2 x TSOP40A footprints to deal with but now all the pads pass the DRC.
