3.3 volter operation with atmega32L and olimex AVR-P40-8535

Trying to get 3.3 volt operation on the Olimex AVR-P40-8535. Works fine with 5v. Have verified the 3.3V supply. Have tried on and off board clocks, but can’t seem to get the processor running at 3.3V Any suggestions would be helpful.

The power on reset stays low with 3.3V. Remove the chips and all works fine.
