ARM-USB-OCD with eclipse wont talk to lpch2148 dev board

I used the included cd windows for dummies install and followed the instructions using one of their simple boards and… nothing. It seems to see the Jtag and realize that it is plugged into something but It has never seemed to halt the CPU and has not loaded any programs onto the target. I have done much searching and tried many scripts and have made no progress. I even downloaded a crossworks demo and it also was not able to connect (again the jtag connector must be connected to the board for the debugger to be recognized) but I just get an error message. I will really appreciate any advice or better yet solutions.

have you tried reducing the JTAG clock speed?

Tried that, tried crossworks. This is new to me so I have likely missed something, but I cannot get this development board (and I have tried two of them) to talk to the Jtag.
