Defeating D13 LED signal Pro Mini 328 16MHz

I am programming D10 - D13 to Output High to activate four relays. When I power up the Pro Mini, the on-board LED (which is hardwired on the circuit board to D13) flashes once and activates the externally connected relay connected to D13 for the same length of time. How can I prevent the energy for this LED at power up? I can get around this by avoiding D13 in my design but there must be a simple solution. BTW. I have a pretty high skill level in programming.
