Most boards shipped out as RTK compatible while they are electrically capable of achieving RTK (RTCMmsgs) they will not do so if the firmware does not enable that capability. I’ve just purchased the parkFun GPS-RTK2 Board - ZED-F9P (Qwiic) board, is the firmware shipped enabled for RTK (> version 1.00)

Yes, the ZED-F9P firmware will be RTK-enabled. Both for Base and Rover.
The earliest firmware that I know of is v1.12. That was also RTK-enabled.
The latest firmware is v1.51.
You can check which firmware is installed on your board using u-center. The UBX-MON-VER message lists the installed firmware version. You can upgrade to 1.51 using u-center if needed.
The ZED-F9P on the GPS-RTK2 is L1/L2. Please make sure you upgrade using the latest L1/L2 firmware. Please do not use the L1/L5 version.
