i recently bough some heat sinks from mouse for to-220 voltage regulators and the heat sinks have 2 pins on them for PCB mount but a cant find a part for them in eagle

Odds are Eagle won’t have the footprint for it. That means you will have to make it your self. It isn’t hard to do and there are lots of tutorials floating around the internet to show you how.

be carefull, most footprints are created by users so you have to check them before you can use them.
look for a library called “heatsink-aavid.lbr”. I found the heatsink you are looking for there and i think that it has no problem.
