I am looking to make my own cell phone with the GM862 or the Trizium and I might want to sell a few. Does anyone know what I have to do to be kosher with the FCC? Does the whole system need to be tested?

Yup. You’ll have to go through a pile of tests actually. In addition to the standard part 15 stuff, there are additional requirements for mobile phones, and the test house I was at last week made noises about additional testing for high power (>10mW) radiators designed to be used in proximity to human bodies (like cellphones).
You’ll need to pay very very close attention to the antenna, and avoid exceeding the dosage limits for RF exposure for the person holding it.
That’s just off the top of my head.
