I want a tilt sensor that will set off a buzzer and will also sent a text message, when it detects a significant tilt.
is this a hard project?
what hardware will i need?
any help will be greatly appreciated.

How hard that’s going to be and what hardware you need depend on a few things you don’t appear to have specified. “How hard” depends greatly on to where you want to send the text message. Sending it to a screen on the device you build is relatively simple. Sending it to the display board in Times Square is rather more of an undertaking. 
Sending it to a mobile phone is somewhere in betweeen.
How much of a “tilt” you want to trigger the device affects the choice of hardware more than the difficulty.
