High voltage sensor?

I have an Arduino Uno and would like to check the frequency, voltage and current of a triangle wave. The problem is its at a higher voltage of about 1400v DC. Is there any sensors that can directly work with this voltage level? Even if it just returned Vavg of 700V that would help. And would a current sensor properly average the current like a cheap analog ammeter would? The current range is in the few hundreds of mA’s. Does anyone know of a way to measure the frequency of the wave?

I’m not sure I’d care to advise much on measuring the voltage directly but a clip-on current probe and DVM should handle the current and frequency measurement. You could do the same w/an Arduino, using the analog comparator to trip at a given probe voltage and measuring the time between trips. If you had prior knowledge of the load, you could then infer the voltage.
