I don’t use Eagle, but simply putting keep-out areas on both sides of the track should work.
I’m going to assume that by copper pour you’re referring to a polygon that is encompassing the entire board and is all one signal (ie ground plane). In that case, select the polygon, go to it’s properties (right click > properties or the info tool) and under isolate, select the extra space you want. The minimum distance between the pour and track is defined in the DRC, under the Clearance tab.

Thanks for the info. However, what you said changes the clearance for the entire area. I want the clearance to change between the ground plane and just ONE track. How that can be done, if at all? Thanks

Draw a wire on layer 41 (or 42) over the trace you wish to isolate further.
Alter the width of the restrict trace depending on the isolation required.
