Hello,

I am working on a project where we designed a board with a MPU9250

We are currently not able at all to communicate with it in I2C

Our CS# pin is connected directly to VCC, Does the lack of a pullup resistor could be the problem?

No. See Figure 2 in the MPU-9250 data sheet.
