How is the power-on reset dealt with by the msp430f149 head board to ensure reliable reset?
Do I need extra chip like “TPS3838J25DBVR” to do that?

The header board does not include any supervisory circuitry, it just includes the clock circuitry, basic decoupling, JTAG interface and of course brings out the pins.
