Need help adding new signal layers in Eagle PCB

We have a 4 layer design which we are modifying and need to add 2 more layers. We started the original design using Eagle Standard and upgraded to Professional to get the 6 layers.

But when I load the original 4-layer file and try to add the 2 new layers I can not get them to display in the Layer Display window. Clicking the Add only allows layers 100 and up. My display shows layers 1, 2, 15 , 16 and the rest. I need it to say 1, 2, 3, 14, 15, and 16.

I changed the Layers Setup in the DRC to all of the folowing and they still do not show up.

(123)+(141516)

If I create a new design file I get all 16 signal layers, so I know I have the ability to get them. It’s just that I can’t add these new layers to my existing design.

Found it. I needed to type “LAYER 3 L3” to add this layer to the layers lst in the command line of the layout window.
