Problem with a pcb, top and copper layers ended up on top

Hello. I recently made a pcb order with a friend. All my pcbs arrived fine, but my friend’s didn’t turn out so well. I have included some pictures of his pcb below. His pcb seems to have no copper on the bottom, and both copper layers on the top. It’s all just once big sheet of copper.

Now the problem could be on his end, but I’m just asking to check to see if there was any possibility that it wasn’t his fault. The design bot actually failed for his pcb, so we emailed BatchPCB to pass it manually. My friend would like to know if there is some error that he can fix to resubmit, or perhaps it may have been some error in manufacturing.

The pcb panel was 1266, order number is 16734, and he designed it in FreePCB while mine was in Eagle. I don’t know if that would make a difference.

I had a quick look at the Gerbers with GC-Prevue, and they seemed OK, with the copper pour on the bottom and just tracks and components on the top. It’s probably a manufacturing error.
