After soldering the SIM tray and accessing the notecarrier by USB, it seems that the external SIM card is not being recognized. Notecard CLI when queried, shows the below message. There is a jumper named SIM_CD on the card backside - should I short circuit it in order for the external SIM card be recognized?

Yes my region is covered - I have been using the same notecard with the blues wireless board. There is a jumper named SIM_CD on the card backside - should I short circuit it in order for the external SIM card be recognized?

Looking at the schematic and the documents TS-Russell linked above would seem to indicate yes, that jumper needs closed. I would also imagine “SIM_CD” probably means “SIM Card Detect” which would further reinforce this conclusion.
Give it a try and see if it works?
It worked. If you you use an external SIM card you have to short-circuit the SIM_CD jumper on the back of the sparkfun card. Someone should include this in this page - https://www.sparkfun.com/products/18617
