Problems with LPC-P2138

I recently purchased an Omilex LPC-P2138 prototyping board and am having problems getting anything to work.

I first tried the Omilex JTAG debugger/programmer with CrossStudio and could not connect properly. So I decided to jump back to the basics and give the Philips Flash Utility a try. I got my hands on the Philips LPC2000 V2.2.2 utility which is supposed to work with the LPC-2138. I connected to the proto board, set the ICSP/RUN switches on, powered up the board, started the flash utility and tried to read the device Id. Which comes back as a failure after a few seconds. I toyed with the settings on the utility and my serial ports and so on and never got a response.

I then decided to double check the proto board out. The ICSP/Run switches seem to be functioning correctly. The LPC micro seems to have power and the crystal is generating the appropriate wave. I also hooked my o-scope to both sides of the Max 232 chip to see if I could notice any data being rx/tx. I see data come in to the micro, but nothing go out.

To sum up I see the BSL/ISP/P0.14 pin set low, the micro reset (manually or via DTS/RTS, data come in on the UART, but nothing come out of the micro. Is there anything I am missing?

Another thought was if I could possibly have a bad board/micro?
