Yes, even a 0.1 volt excess could create a large current, as the LED/diode is practically a short. And don’t put too much emphasis on that led being 3.3 volt. It varies based on the current running through it. The 3.3 volt is a ballpark figure.
If the powersupply can sustain more than what the LED can handle then it will burn!
