RF link and atmega8, trouble shooting the receiver end

I am following [THIS tutorial. When I turn on the receiver circuit the “status” LED just stays lit. When I turn on the transmitter circuit it still just stays lit (the transmitter is outputting code). Ive triple checked my circuit, the LED is tied to pin PC0 as in the tutorial but it just stays lit. Any ideas???
