Before you can start a PCB design you will need
more details (component datasheets and PCB mechanical
size).
Also, your concept diagram shows LEDs directly connected
without ballast resistors. I’m not sure how this works, or if
you have understood that resistors are needed to protect
the LEDs (and allow control of brightness).
Mudo - and are you looking to pay someone to do this? or someone to do it for free?
I know there are several people around here on the forums that do paid contract work [myself included], but its gonna be a hard sell to get someone to design a board for free for you, unless you explain why it’d be useful for this board design to be built. Is this something lots of people would use / would it make an impact?
Second - you’d need to provide a schematic; and are all those diodes in series? [if so, why?]

You could always have a look at the Eagle tutorial SFE offers and have a go at it yourself.
