Servo tester circuit variations

Hi all,

I just built a simple servo tester and have it working properly, but I have a few questions. I was contemplating the three attached circuit designs, and ended up going with the third one since it is the simplest. I didn’t use the second capacitor off pin 5, or the transistor. So my first question is if there is any reason I need either one. I am not driving a servo, and simply need to generate a PWM signal.

I tested different input voltages ranging from 5-7V and ended up with slightly different pulse width values. I was surprised by this since a commercial servo tester uses a range of input voltages. Should the pulse width change with varying input voltage?
