Single Wire Technology on PCB, low power as 30 uA while idle

traiditionally, we need to connect 2-wire(live+neutral) to the light switch. however, when we daisy chain the switch with light bulb, then only 1-wire of live is enough. If so, the power consumption on the PCB must be very low as ideally 30 uA when it is idle. If not, the light bulb may flickering especially it is flourescent lamp.

can someone have very clever design on such single-wire PCB at very low power consumption?

I also wanted to do something similar. But it is legal to do that? I bought some similar stuff from China and works fine but it doesn’t have proper certification of whatsoever.
