Sparkfun Protoshield: explain purpose of the two capacitors

Regarding the Sparkfun Protoshield. Can someone explain the purpose of the two 0.1 micro F capacitors on the shield?

Has someone commented on the design of the Protoshield? I’d like to know more about it’s reasoning.
