Hi,
So I get that the GPS chips generate the stream of GPS data.
My Q: if I put the chip on a high alt weather balloon,
what gadget do I use to transmit the data to a receiver
on the ground?
I know about APRS, and I can find receivers galore online,
but I can’t find a small transmitter to attach to the GPS chip
(or a power source for both the chip and transmitter).

Well, you could buy a finished module. Or, you could get a GPS,uC,and a radio link to the ground.
