Transmitter and receiver won't pair

I have a circuit hooked up to a mc145026 encoder through a wire to mc145027 decoder and the the circuit works great. When I hook the transmitter and receiver up, I get no results I have a circuit hooked up to a tws-ds transmitter and a rws-371 receiver. The oscilloscope shows waveforms out of both devices the transmitter and receiver. The circuit I am connected to does not work unless I hook a wire in-between them , with no transmitter and receiver hooked up. I am not sure what is going on.

I suggest checking the encoder and decoder clock frequency. It looks like the TWS-DS is expecting a data rate of 8kHz. Have you set the encoder and decoder to that frequency? There are suggested component values in the MC145027 datasheet for 8.53kHz.

I found a remote control encoder HT12E and a remote control decoder HT12D that works well with the sparkfun transmitter tws-ds and a receiver rws-371.
