Tutorial issue with drill layer not matching Gerber layers

I worked through the tutorial and created the gerbers. I have viewed the Gerbers on ADS (A high end microwave design package) and ViewPlot.

Both showed the drill layers at about 10x the size of the board. What did I do wrong?
