Hello, What’s this component in the AS7263 sensor
It’s an LED.
the big one is a led. Whats the small one next to it thats circled.
…it is also an LED.
What kind of led is it and what’s its purpose
Indicator LED
The LED, connected to pin LED_IND, can be used to indicate
programming progress of the device.
While programming the AS7263 via the external flash memory the
indicator LED starts flashing (500ms pulses). When program-
ming is completed the indicator LED is switched off. The LED
(LED0) can be turned ON/OFF via AT commands or via I²C reg-
ister control. The LED sink current is programmable from 1mA,
2mA, 4mA and 8mA.

You’d either glean the info from clues in the library AS726X NIR/VIS Spectral Sensor Hookup Guide - SparkFun Learn (the functions that discuss the blue indicator LED), or use the Eagle Files to examine the .brd to see its label/routing/component info

Am I correct in assuming that the LED is not an infrared LED, and that this board does not include an infrared LED?
Also, is it possible to obtain the reference number for that LED? I checked the Eagle files, but only the white LED appears to have a reference number.
It is a 5700k LED AS726X NIR/VIS Spectral Sensor Hookup Guide - SparkFun Learn; the sensor is a NIR detector (AS7263) and can detect 610, 680, 730, 760, 810, and 860nm of light each with 20nm of full-width half-max detection
