If you drew a polygon on the top layer of your board, remove it. What would be left are the copper for pads and signal traces.

Did not work.
Did you place copper pour on the top layer in the first place? Maybe you could post a screenshot of your board design just so we could see what the problem is.

I do not know how to post the screen shots. I want to leave the copper on the bottom layer. I have drawn a polygon in the bottom layer and that is ok. I want extra copper from top layer to be removed. I have left the top layer without any polygon but still the top layer appear solid all over. I have drawn polygon and used ratnest but all thos extra copper is left.

if you do not have a polygon on the top layer, and you click ratnest, you should only see your board filled with mostly blue, which is the copper pour for the bottom layer. Then you should be fine. One thing you could try is to turn off all layers excluding the top copper layer to verify if the top layer still has unwanted copper pour.

This problem is not resolved. I did everything that was mentioned above. The top layer which supposed to have just pads and signals appear as a sold copper. This is what the fab folks say. What could be wrong? I downloaded the newer version of EAGLE. Could something be wrong with that one? Is there a good tutorial on generating gerber files. In particular, I want to know what each layer is and how they are represented by file extension. Thanks

You need to take screenshots or something as we have no idea what you are talking about. If you don’t know how to take screenshots, google it or something. You started talking about Eagle, but now you’re talking about the outputted Gerbers and what a boardhouse is telling you about them.
Maybe a rectangle is drawn over the board rather than a polygon? What colour is this copper layer? Did you make this board or did someone else?
Or just upload the Eagle files if you can.
Sounds like you aren’t using a Gerber viewer to verify your outputs. ViewMate is free, but requires a registration to get. There’s a Eagle/Gerber tutorial on Sparkfun somewhere. I can’t get to the main page right now, though.
