Does the base and rover setup of the GNSS module always have to be done through u-center?

I am studying to use Gnss as a base station.
I checked how to set the gnss module through the manual (Appendix C),

  1. Do I always have to connect to u-center and set up gnss in the way described in the appendix?

  2. And if the setup is complete, I wonder how I should receive and send the RTCM message generated by the Base I set from the Rover.
    (About connecting to ntirp clients and servers)
