Eagle Panelize Breakaways

Hi,

I would like to panelize in EAGLECAD but using breakaways, how can I do this?

I think i just need to add “wires” in layer 20 Dimension, with a width of 94mils, and vias? or just holes?

I want something like this

I think it depends on the board house.

Some specify no internal routing. Some specify no overlapping drills.
