EL Wire Sequencing

I have a project that requires me to sequence 31 separate, individual el wires. The pieces of el wire will be lined up in a row. For example, the first or starting piece will illuminate or come on and remain on for four thousandths of a second and then go off. There will be a pause of two thousandths of a second. The second piece of el wire will come on for four thousandths of a second and then go off and so on. After the last or 31st piece of el wire has gone off, followed by a pause, the first wire will begin again. I believe this is referred to as a ‘chasing’ sequence.

I understand Sparkfun makes a sequencer for up to 8 el wires. Does anyone know how I can control 31 wires, relatively cheaply? (All of the wires will be the same, very short <1", length and will most likely be 0.9mm diameter el wire.)
