I have an output from a magnetic sensor coil. Its a sign wave pulse voltage of + - 200mv. That’s too small to trigger a transistor. What device would you recommend to sense the pulse?

200mv is plenty large a signal for most any transistor.
You either need a different transistor or to cascade the transistors you’re using now in a [darlington configuration to further amplify the output.
