Pad not show up on bottom layer in Eagle

When I put a pad in a footprint, why doesn’t it show up in the “bottom” layer?

Because “pads” is it’s own layer.

The pads are not on the top or the bottom - they are on BOTH. Eagle assumes every pad is a plated through hole.
