Power Supply Ground and Bottom layer (ground) connection?

The IC I am using have the following:

power supply input: VDD

Power supply ground: VSS

I use the bottom layer as ground layer and connect all the things to be grounded to bottom layer.

My question is:

Can you or should you connect the botter layer(ground) to the power supply ground (VSS)? Right now they are not connected.

I thought that the bottom layer (ground) by itself is enough to act as ground. Can some folks elaborate on it? Thanks

If it’s not connected to the power supply ground then how is it grounded? Maybe you are not explaining yourself well enough.

If the power supply’s ground were not connected to the grounds of the devices it is powering, then what would it be connected to? Your power supply needs to be part of a complete circuit.
