Read Board Artemis IO Pin Voltages

  1. Is it safe to connect a device that is 3.3V max tolerant on its IO pins to the RedBoard Artemis without level shifters?

  2. Conversely, does the RedBoard Artemis have 3.3V only IO pins or also 5V tolerant pins?

The Apollo3 / Artemis boards are all 3.3V I/O. they produce 3.3V signals in output and they are tolerant of 3.3v input signals. You should be able to connect 3.3V devices w/o level shifting. Hope that helps!
