While looking at this board schematic, I noticed that I2C lines for MAX17048 are connected to three pins on RP2040. Can someone tell me why the SCL line is connected to GPIO07 and GPIO23?

That’s a good question, and I’m afraid I don’t have an answer for you.
My only guess is that there may be more than one I2C interface within the RP2040 chip and tying those together keeps the clocks synchronized but I don’t know for sure.
