Does the SparkFun RTK2 supply the voltage necessary to run an active antenna (UBLOX ANN-MB-00-00)? I measured 13 mV at my SMA Adapter.

Yes, there’s a circuit inside the GPS module that checks for an antenna and it will supply power to an attached antenna through the SMA cable when one is attached.
