I’ve designed my own JTAG interface, similar to the Wiggler. That works OK with an Atmel ARM chip using the CrossWorks debugger. Don’t know about Keil, though. If Keil supports the Wiggler you will be OK, or you can buy the Olimex one, I think it’s similar to mine. Mine is in the LPC2000 Yahoo group Files section (jtag.zip).
