Ah, another Cadstar user 
The “.sel” files are used during post-processing to select things like the position and scale of the plot, drills and drill symbol size and placement and for a few other things such as pad adjustment (helpful for, say, a resist plot to create resist outlines around pads a bit bigger than the pads themselves…), power-planes and so on.
And if you do not use them you will be needing to setup the drills etc every time you post process your design
taking time.
Been there, done that, wasted my time - now use selection files
The path in the options is so that you can change what files you are using, as they can be setup specific to each design if you wish.
