Solder cream on thru-hole pads?

Hello,

Please could you tell why in the Eagle PCB Layout library, the SMD pads have a solder cream layer on top of them,

However, the thru-hole pads do not have any solder cream layer on them.

do you know why?

Reflow soldering is used on SM pads, but not on through-hole pads.
