For my final project, I need to program an IC of the type ARM.
My teacher has ordered the programmer
AVR-USB-JTAG #16498

I think it is impossible to program an ARM chip with this thing,
because there’s only driver support for AVR studio.
Is this correct, or can I also program ARM devices with this?
If so, can anyone explain me how?
You need an ARM JTAG I/F. Olimex sells them, as does CrossWorks for use with their tools.

That’s probably the case, unless it can be reprogrammed to act as an ARM JTAG I/F. There are devices that can program/debug both AVRs and ARMs (and lots of other chips) such as the Amontec Chameleon. The Chameleon has a CPLD that is reprogrammed for different interfaces.
