Error validating JTAG scan chain, IR mismatch [newbie]

Hi, GURUS

I am a newbie of OPENOCD.

when i use a OLIMEX PARELL PORT jtag debugger to burn uboot code into flash , there is a error,

Error validating JTAG scan chain, IR mismatch, scan returned 0x00,

the flash type i use is M29W640GT.

can anyone help to give me some useful directions?

Is the cable plugged in and the target board powered? Are you sure the JTAG connections are correct? I have gotten this exact error before, although it could have been 0xFF instead of 0x00, when I forget to turn on the target.
