ESP32 Thing Plus cannot see ZED-F9P

I purchased the GPS-RTK-SMA Breakout - ZED-F9P (Qwiic) and the Thing Plus - ESP32 WROOM (USB-C). The example sketches for the ZED-F9P all stop with the same error:

u-blox GNSS not detected at default I2C address. Please check wiring. Freezing.

I have tested with different qwiic cables. I have tested with both boards being given their own power source. I have tried both of these libraries:

Any suggestions on how to troubleshoot this?

I tried using a qwiic with jumpers while using a sketch that scans all i2c addresses. I verified the DSEL is open.

I tried cutting the traces on the i2c pads. No change.

Can I get advice on how to post my question in a different way or different sub forum to get a response?
