How I can configure rtx express to be a moving base and connect it to rover for having a accurate orientation

We could support moving base in the future, but it’s not currently on the firmware roadmap.
+1 for use as moving base, especially as a low-cost option to calculate a vehicle heading over a known fixed baseline.
