I’m completely new to LED strip lighting.

Is it possible to buy a reel of lights and cut into e.g. 10" sections, then power them individually with their own controller, that is not wireless but can be configured to animate when powered on?

Animation style is not important - just need activity.

Yes. It is possible to cut LED strips. For animation related tasks, it’s more convenient to use Neopixel LED strips.
