Logomatic garbled logging or XON/Xoff question

I am trying to monitor the output of a Byonics PicPac TNC output that normally requires xon/xoff for two-way communications to my terminal console. The Baud on the PicPac and Logomatic are both 19200 8N1. Im not completely versed on xon/xoff so don’t know if that is a killer issue or not - but - When I run the PicPac TX to Logomatic RX and run a packet decode that should result in text like this:

Instead I get this (all completely unrecognizable):

My guess would be that its inverted - is the output of your PicPac RS232 levels, or TTL levels?

Should be RS232. Connected to the RS232 port of my computer, the output is partly readable as expected (see sample previously). My computers HyperTerminal is set for 19200 N81 with Xon/Xoff.

The logomatic takes TTL level serial.
