I’ve made a number of boards using Eagle, and have made lots of parts, but this one has me stumped. the footprint is here:

I saved what I’ve tried so far, and uploaded it as a zip file, it’s a board file from Eagle. You’ll see the problem with the holes being too close.

Maybe you could just make the mounting holes much smaller and drill them out yourself after you get the board. The mounting tabs are plastic so there’s no reason for a through plated hole with a pad.
