obd2 uart data transfer problem

Hi guys

I found that on the obd2 uart border there is no power supply at the output pins. I made a connection to get power to the output pin and connected it to a bluetooth adapter and an ftdi board. The 5 supply provide power to both devices in parallel.

When I connect it up to the car the power lights light up and I can connect to the bluetooth device but when I try to read or send data it does nothing. Every 4 seconds the tx and rx blink together.

Is it possible that the 5 supply to the ftdi board and the bluetooth is not enough to allow the blue tooth to communicate withe the obd2? Cause if so then why does my ftdi not communicate as well, taking in mind it is connect via usb to a tablet. Maybe the tablet also is not supplying the ftdi with enough power to work, yet the power light is on.
