PCB Question

I just had some PCB made and all of them have a short circuit. In the picture below can anyone tell me if it is a design flaw of my part by not allowing enough clearance or a manufacturer mistake. The Solder mask does not seem to be aligned with the octagonal pad and the corners are shorting to the ground plane.

Check the Gerbers with, say, GC-Prevue. If they are correct the supplier should replace the board.

I just finish checking it with Gerverv and it looks good, the mask is aligned correctly as are the pads, etc. Thanks Leon for the suggestion. I’ll be e-mailing the PCB service right away.
