Power capability of TOL-15204 power bank

when browsing your webpages I came across this low current powerbank TOL-15204.

I was wondering is the output of this “Always On” or can it be set to “Always on” mode.

I want it to power a microcontroller board which takes about 40 mA running and about 0.5 - 1.0 mA when in sleep. At times the MCU could be switched off at the MCU board. It will need the powerbank to always give it 5 volt supply voltage so that the MCU can waken out of sleep or resume normal running when switched on again at the MCU board.

Would this powerbank do that…thanks

Can anyone give confirmation as to the minimum output current load that this power bank output will stay continuously ON and not drop out due to low current.
