Raspberry Pi won't boot and 3v3 line not working

I purchased a Raspberry Pi 3 B+ Starter Kit, KIT-14644, and while updating the OS I lost my ethernet connection. I cycled power on the board and noticed that the activity LED never flashed and the board didn’t boot. I hooked up to an HDMI cable and the display says there is no signal. I’ve swapped out the SD card with another Pi that works and this didn’t fix my issue. After not having any luck with software and reading some other forums I checked the 3v3 volt line and it’s reading 0V and the impedence is at 7 ohms.

Has anyone else experienced the 3v3 supply spontaneously stop working and is there a way to recover? I’ve only been using the board 1.5 days. I didn’t do anything that would have shorted any of the pins.

Sorry to hear you’re having trouble with the Pi Starter Kit.

It sounds like the 3.3 volt regulator on your Pi has failed and we will need to replace the Pi for you.
